The city requires registration, inspection, annual certification, a posted license, and monthly remittance of a combined 13% transient occupancy tax and tourism assessment. Its official approved-rental list also gives buyers a way to inspect the existing licensed supply.
Regulatory permission does not remove operating risk. Mountain access, snow, wildfire exposure, insurance, maintenance, utilities, and seasonal demand belong in the base case. Confirm that the parcel lies inside the City of Big Bear Lake because nearby unincorporated properties follow San Bernardino County rules instead.
Palm Springs Permit Availability
Palm Springs has a mature vacation-rental framework and established leisure demand, but the neighborhood cap can determine whether an otherwise attractive property is usable. The city limits vacation-rental certificates to 20% of residential dwelling units in each organized neighborhood and stops issuing new certificates when that threshold is reached.
Check the city's neighborhood percentage information before making an offer. Purchase price, cooling costs, pool service, seasonal occupancy, local management, and any certificate wait should be modeled without assuming immediate permit approval.
Joshua Tree County Permits
Joshua Tree's unincorporated properties use San Bernardino County's short-term-rental permit system. The county accepts Special Use Permit applications for eligible homes in its mountain and desert areas and maintains a public map of permitted STR properties.
The investment case depends on the parcel rather than the destination name. Verify jurisdiction, the permit record, access, water and septic systems, fire insurance, cooling, cleaning logistics, and comparable supply. A distinctive property can still fail if its operating costs or realistic occupancy do not support the acquisition price.
Desert Hot Springs Permit Caps
Desert Hot Springs provides a legal vacation-rental path but uses two important scarcity controls. Vacation rentals may not exceed 4% of developed housing parcels, and new permits generally cannot be within 500 feet of another vacation rental. The permit is annual and nontransferable.
This market should be screened address first. Confirm cap capacity, spacing, HOA restrictions, business licensing, transient-occupancy registration, insurance, and safety compliance before assigning any short-term revenue.
Long Beach Registration Limits
Long Beach is the nearest market in this group with an explicit non-primary-residence registration type. A non-primary registration may operate hosted or unhosted stays without an annual day cap. That makes it materially different from the City of Los Angeles primary-residence model.
The practical barrier is the citywide maximum of 800 non-primary registrations. Applicants receive either a reservation or a waiting-list position after city review. A purchase contract should not treat STR use as assured merely because the property is in Long Beach.
Los Angeles City Exclusion
The City of Los Angeles, West Hollywood, Venice, Silver Lake, Echo Park, Hollywood Hills, and Studio City are not ranked as conventional Airbnb investment markets here. Los Angeles home sharing generally requires the host's primary residence.
